The file obsutil-redhat.tar contains a redhat executable x_obsutil.e
and ccdtime.par.  These are modified to allow seeing as low as 0.001 arcsec
(which can be overridden further by the user) and a format change to the
output to show the seeing below 0.1 arcsec.

To install untar the file.  Move the executable to $iraf/noao/bin.redhat
and the parameter file to $iraf/noao/obsutil/src/ccdtime where $iraf
is the iraf root (typically /iraf/iraf).
